by RIChARd KENdALL The current state of housing for the United States’ Hispanic population is not halagüeño; that is, it is not flattering, and its outlook is promising only to the extent that there is so much room for improvement that progress must be but inevitable. However, anything short of sustained advances in homeownership rates and marked improvements in living conditions for both Latino homeowners and renters should be seen as disappointing failures of public policy and wavering political will.
